Redeeming mineral rights lost when the rights are sold in a tax sale to the state of West Virginia

How can more details be found about mineral rights apparently lost on a tax sale to West Virginia? How and for how long a period of time can the lost rights be found and possibly be redeemed?

As I understand it, it is a 3 year limit after the deed has been issued to challenge a tax sale. There is a period of time before the deed is issued, after the sale, for the heirs to redeem an interest.

There may be other things I don't know about. I am not an attorney. Maybe somebody else can help.
