One place to check is the West Virginia Oil & Gas Well Information Map https://tagis.dep.wv.gov/oog/ Both active and new permit wells are displayed.

Pete really gave you the best advice. If you are a royalty owner and you suspect that horizontal development is going to happen soon on your mineral interest, you should be notified by the operating company. They will likely send you a drilling unit declaration and/or a division order when production is imminent.
