Where to market land with OGM rights attached?

Hi Folks,

I have listed 520 acres of land in Allegany County, NY. The owner reports oil and gas on the property, however there has never been any production. Any ideas of who to market to since nothing has been proven? He reports that he dug a well for water and that it filled with oil. He is not interested in leasing the rights.

Is there still a drilling moratorium in New York State on horizontal wells with hydrofracing?

As far as I can see it is due to be lifted May 15th.
