What is a confidential list?

What does it mean when mineral acres show up on the ND confidential list? And if I was able to stumble upon this list by Googling, how confidential can it be? Thanks much!

The Confidential well list is a list of wells that have confidential status and well data that is required to be furnished to the DNR is treated as confidential and shall not released by the Department of Natural Resources. It does not mean that the wells themselves are secret, or the quarter section is held secret and you cannot find out the well name.

The relavent portions of the code are:

"Section 38-08-04 of the North Dakota Century Code states in part that the commission has the authority:

To provide for the confidentiality of well data reported to the commission if requested in writing by those reporting the data for a period not to exceed six months.

And Section 43-02-03-14 of the North Dakota Administrative Code states in part:

The confidentiality of any data submitted which is confidential pursuant to subsection 6 of North Dakota Century Code section 38-08-04 and section 43-02-03-31 must be maintained."

Why are some wells listed as confidential status and some aren't? What is the point? Why would the oil company want to keep the data confidential?

Is there a confidential well list for Texas, or do we just go to the TRRC

Ms. Young, there is still some wheeling and dealing done soon after a well is drilled. I have had oil companies still want me to sign a lease after a well is drilled. and frequesntly lessor/mineral owners receive buyout offers soon after the well starts producing. If you knew it was a great well, you probably wouldn't be inclined to sell your interest for what you would have received in royalty in 6 months.
