Water rights

Does anyone know about the water rights on state classified land? Had a person interested in buying/leasing the water rights. If it is state classified land does that mean that the state of Texas has to approve the lease? Also, since the state owns whats under the land does the state get half of the lease money?

I would appreciate any and all information in this matter.

Had an answer that the state does not own the water rights. The water rights belong to the surface owner. So, now on to a bigger subject:

Does anyone know of companies that lease the water from surface owners in this area.

If so, would appreciate the help in locating them.
