Please tell me what is a “Validated Date” - what does it mean regarding a horizontal oil well in Texas?

From the TRRC website:

The validation date refers to the date that the RRC compliance analysts review the completion package and verify that the well was drilled in compliance with the drilling permit and close the permit out.

I thought it might be something the operator does at the well.
