"Surviving Issue" defined in Texas

A trust terminated in 1954 when the Settlors (parents) died. The trust stipulated that the property vests into their “surviving issue” per stirpes. One son predeceases both Settlors and has no kids. Does his widow get the interest or do his siblings get the interest? Surviving issue or issue was not defined in the trust and I could not find a definition in Texas code. Thank you for your feedback.
