Does anyone know if drilling can occur within the city limits of Pearsall? I am or will be a surface owner and would prefer if there was no drilling within the city.

Many cities in Texas have local drilling ordinances concerning operations within the city limits. The city manager can probably put you in touch with the person who knows if a city permit is required and the permitting process.
