What would prompt a company to lease selectively in a section then do nothing and then lease again and do nothing ? Case in point Ward Petroleum Section 20-03N-07W.
Most logical reason is financial and their overall strategy in an area. They may or may not want to operate. They may only want a pice of the well and hope someone else operates. Prices may go down and they bide their time until they want in again. Their focus may shift around a bit from time to time. Information from other wells may change their minds. Could be many things.
