I believe that you are talking about a lease. When you sell rights to royalties are forfeited in most cases.

This is certainly an offer to purchase. Lease rates going for much lower than that in this area

Something is “up”. A lot of leasing by Reef Petroleum and ScissorTailed Midcon during 2021. Offers to buy often come ahead of the bit.
The offer is probably to sell for $2750/acre assuming the minerals are currently leased at 3/16 royalty.
