You might want to either limit the injections (an option) or require a minimum monthly rental with no rollover.
When the water is placed into tanks prior to disposal, there is a quantity of oil that separates naturally and that oil is skimmed from the top of the tank. You might want to consider a percentage of the revenue from the sale of skim oil.
