If you are on the reservation then you may have to go through the Bureau of Indian affairs to get everything straightened out. Contact the reservation office first and see what help they can give you and who you need to contact. I am not certain how it is handled in ND, but in OK, Native American land ownership and leasing are handled through the BIA who reviews all leases, etc.
