Remainderman and Ratification

Can one of two Remaindermen of a living estate sign a ratification and be a valid document? Mother owns minerals, son and daughter are equal owners WHEN she passes away. Can the daughter be the only one to sign a ratification and it still be a legal document?

My experience has been no. Every Remainderman was required to sign a ratification.
