Question Regarding Plats filed with the Texas Railroad Commission

I am not familiar with the oil and gas business, so please forgive me if my verbage is incorrect. My question is this: If an oil company files the plat of an intended "pool" with the Texas Railroad Commission, and then changes the lines of the "pool" after the original one was filed, would they have to file the amended plat with the TRRC or could they just file it with the county in which they are drilling?

From all my previous experiences as a mineral owner, the Oil Company has to file an amended Plat with the railroad commission prior to a drilling permit is issued. If a permit is issue then the permit must be ratified or reissued.
