A quick question: if Texas RRC query for oil production on a well states: “NO REPORT ON FILE”, is that because the operator is choosing not to report the production, or is it simply that not all the data has been reported to the site…

It means that the operator has not reported any data on the well for that month. Some operators are slower to report than others. Be sure to check to see if the well has been assigned a new RRC lease id. This will happen if there is a field change or if the well is reclassified as a gas well instead of an oil well. Under data research, select Wellbore Query. Enter the API number and it will tell you the current lease id.
