Do the division orders go to houston for review before they actually are mailed out to the land owners.

Division Orders are mailed to those entitled to a share of production by the Operator. In some cases, two or more companies will be sending royalty checks to the owners and each one needs a Division Order signed.
The Division Orders are generated by a department set up just for that purpose. Some operating companies (the smaller ones) have the process handled by outside firms.

Your question remains unanswered. They might be generated in Houston if that is where the D.O. is processed.
Be cautious also of the possibility of the oil company contacting you later, telling you that you were overpaid in royalties due to a mistake on their part, and a demand from them to refund back some of the royalty income that you have already spent. If this happens, I would demand evidence from them, as well as asking them why they don't hire more competent personal that can get it right the first time.
