No particular easy way. You can have the County clerk make you a copy of the index of the Section at $1 a page, and mailing cost. Then after you determine what instruments you want to look at, get copies of those instruments at $1/page or by looking at okcountyrecords.com.
But, there is no general list of who owns the minerals underlying a Section. In all likelihood, it is several parties.
