Operator Organizational Red Flag - Illegal Movement - What Does This Mean?

What is an Organizational Red Flag, and what is Illegal Movement? Should I be concerned about this since the operator has not paid any royalties to me for the last 12 months?

I am a newbie to all of this, and I am trying to learn what is going on and what some of the terminology means. Many Thanks.
