Really dumb question, but when State of North Dakota “leases” something, does the mineral rights owner get paid for that?
I have a subscription which makes it quicker to find the data. You probably could look it up at the County Courthouse if it is online.
The mineral owner does not get bonus or royalty payments on acreage owned by the State of ND. The mineral owner might have different acreage in the same section and would lease it separately.

I was offered a lump sum of $22,800.00 ($2,850/acre) for the purchase of my estimated 8 mineral acres in Section 18 of Township 157, Range 90, Mountrail County, North Dakota.

Given that there is active leasing in that section, you might want to consider seeing what happens. Horizontal infill drilling permits are pending in the east side of the township. Offers to buy usually come before pending drilling.
