I recently acquired mineral rights in a section where there is concrete legal evidence of ownership over time. There appear to be no leases filed with the county in that section. There are active wells in that section, operational for several years back. What is the best first step here? Is it better to start with the county clerk or go directly to the oil company?

Answer: both. What state are you in?
The process depends on the purpose. The oil and gas companies may provide some information that allows you to start a search to locate the related oil and gas lease or leases. If you have established good title, then expand that to OGL transactions and well development.
