There have been several posts on this board about individuals who didn’t receive notice of an OCC action. This could be due to moving, a bad address, poor land work or the mail system.
Almost all OCC actions have to have a publication for notice purposes. One thing an owner can do is to do a Google Alert. One puts their name in the Google Alert. Then when there is a publication with the name Tim Dowd, for example, the individual will get an email. This can be set up for daily or weekly alerts. Therefore, when a company files a legal notice in the Duncan Register, for example, listing Tim Dowd, then the individual will get notice of the publication. Free by the way.
