I am a surface owner with 100% oil,mineral and kindred substances in CA

I own a 5 ac.parcel , with 100% oil, mineral and kindred substances in Adelanto, CA. After researching the surrounding owners, it seems all are either investors and/or linked to renewable energy. Although I am slightly confused to it being, photovoltaic and/or plutonium ( retired nuclear warheads). Also, myself and three neighboring parcels look to have been landlocked due to DPW parceling out the dirt road in front of our properties, owned now by a major near by city of a different county, thus leaving no access to our land. Any intelligent unbiased suggestions would be greatly appreciated at this point.

I am not sure what you are asking here, but regardless of being "landlocked" your ownership interest in the minerals may be leased. The unfortunate issue for you, however, appears to be that there may be no mineral production in the area and therefore no companies interested in leasing your land for mineral extraction. Companies in the area may be interested in leasing the surface, however, so you may wish to look into that prospect.
