How do I distribute mineral rights in my Mother's estate?

I’m a co-trustee for my Mother’s estate. She has a share of the mineral rights to a piece of property in Goshen County, Wyoming. No one has ever actually contracted to extract minerals on the property. According to a local mineral rights person in the area, the mineral rights are of no significant value. Does that sound right?

There are 3 beneficiaries. How do I go about splitting the current mineral rights into 3 separate titles so I can distribute them and close my Mom’s estate?

Are there any other options I should be considering?
