Recently EnCana drilled a horizontal well in Lane Co. KS, did fracking and applied for 3 phase power to be extended. The well looked operating on Oct. 2. They recently cancelled the 3 phase request and are removing equipment. I would assume they found oil because of all the development $$ they spent. What does this mean? Any comments welcome.

Ron, what equipment are they removing? What is left? This might be one of those times that a picture would be worth 1,000 words. Could the well be shut in?
If it is a flowing well, all that would be left is the production tanks, the treater/separator, well head Christmas tree and flare stacks. They will use solar panels to run their electronics. Depending on the pressure,flow rate and the formation underground, they will not need 3 phase power for a few months to a few years. Most of time, the oil company will wait for other wells to be drilled in the area before they pay for the power lines to be brought in. They can run a pumping unit off the natural gas from the well or they can bring in a large portable generator too. So, your question is hard to answer.
