I have found it best to send my questions to operators to their Division Order analysts by certified mail return receipt. I give them my owner number and legal description and lay out my questions in order. Make them brief and to the point. I include a self-addressed stamped envelope to encourage a speedy response. Tell the analyst who you inherited from and ask if they need any additional title or probate information from them. Ask why the first person told you that you would not see any money for ten years.
