Directional or Horizontal drilling?

On the "Intent to drill" form in Kansas the box to check is labeled "directional" or "vertical".

If "directional" is checked does that necessarily mean a proposal for horizontal? I understand that directional can be used to get under a sensitive area on the surface but would not think directional is used much in western KS.

In the new world of horizontal drilling, do the states need to update their forms?

If "directional" is checked, I would think that this refers to a horizontal well. I have heard the term "directional" and horizontal for years so I guess that one is expected to know what is meant by either word.
