You're getting real technical and I think any qualified parties will need more information. Why would you need a declaratory judgment unless you are worred about future lawsuits?
Are you trying to get land in your name that was once owned by someone else? My understanding of a declaratory judgment is that it is akin to "quiet title". I'm far from a legal expert, but if you have enough land at stake it will be worth the legal costs to make sure you have your ducks in a row before signing.
