If you are concerned about having surface control you (or the person you are considering buying from) would need to obtain a waiver of surface use from whoever holds the mineral interest. That might turn out to be fairly simple and inexpensive to do, or it could be uneconomical if not impossible.
Surface control effects the value of the property, so you might start by asking the surface owner what information they have about the ownership of the minerals.
