I believe that you are correct in that these terms are synonymous and interchangeable. I think that the clause gives the lessee the right to continue any drilling that was begun before the lease expires. Without this clause, some States require actual production within the primary period of the lease. I would say it is protective wording for the lessor as many operators wait to drill sometimes a few weeks prior to the lease expiration.
