When the results docket is annotated with “REC” does that mean it’s recommended and thus approved?

Yes, REC means that the case has been recommended for approval. You can usually find the order in the next few days (to weeks to months depending upon how difficult it is to write up.) If your correct address are on file with the county courthouse and you are a respondent, then the order will be mailed to you.
