I see my decimal interest is lower due to non participating royalty interest going to the state of Texas. My lease states all costs go to the operator. Does that mean NPRI also should be paid by the operator? Thanks for any information. We negotiated our lease and it is paying royalties now.

Based upon what you are saying, no- a NPRI burdens your interest and is deducted from your royalty, not the operator. “Costs” as you are describing, are likely operation and transportation costs, and not royalty interests that burden your mineral interest.
