Just received this pooling notice. Would this be the order we should respond to? Or wait for the actual pooling order?

Yes, respond quickly-this is the order. The order is dated March 10, so you only have 20 calendar days in which to answer and make your selection. I pick the highest royalty for pooling orders.
Here is a template for the letter. You can fill in the red parts and then turn them black. Send by certified mail and keep a copy of everything that you mailed. Send in a W-9-required!
