What’s the normal timeframe in Reeves County, Texas after a drilling permit is issued until drilling starts?

According to the RRC, they have 2 years after the permit is issued to spud the well. Then, once spudded, again, according to a phone call earlier this week at the RRC, they have another 2 years to actually produce the well. I haven’t seen this happen yet, but the difficulty to get the oil to market might cause some to slow down the efforts to produce until the infrastructure can catch up and Permian oil can actually be sold at the WTI index.
